Problem with Free Shipping #17

if free shipping is enabled all other shipping methods are disabled via observer.

If a merchant has a table rates setup in combination with free shipping, the table rates won't show. If the merchant wants to use free shipping for lets say a pick up shipping method, he can't do that.
