Upgrade Fuse to 7.6

Motivation

Upgrade to Fuse 7.6 JIRA: https://issues.redhat.com/browse/INTLY-6396

What

• updating permissions required for Fuse installation
• adding new definition of Fuse CR (added in /pkg/apis instead of vendoring via dep because of dependency resolution conflicts with old version of openshift/client-go)
• small improvements to code and error handling

Verification Steps

Deploy new image of MSB and try a WT that uses "per-user" Fuse.
