Move miscellaneous tips before overclocking steps #80

In this PR, I have moved the "Miscellaneous" step before "Overclocking". I really don't understand why it is at the end of the document. There are some really useful tips in there that would have been nice to know before starting to overclock.

I have moved tuning IOLs to the end of "tightening timings" step instead as well.

Done. Conflict was for table of contents.
