Update loose timings table #83

This PR:

  1. Removes loosening tCWL. There is quite a bit of controversy for loosening tCWL and apparently, some ICs can't boot with 20+ tCWL. How important is loosening tCWL for finding max freq? According to other people, it seems to be irrelevant.

  2. Removes 16-20-20-40 timing suggestion for <= 3200 MT/s since all ICs should be fine with 18-22-22-44 as a starting point. Saves time when starting out to find the maximum frequency.
