Minion's Master failover type should be failover #148

In running setup if secondary is down means, from other gridcells to primary the salt response will be down. Reproducing steps:

  1. Poweroff the secondary(in real the complete set was down and the secondary taken out of the Gridcell setup). Now secondary H/W is not there.
  2. Power ON the primary and slave nodes
  3. in CLI the salt '*' test.ping returns "gridcell-sec.integralstor.lan: Minion did not return. [Not connected] gridcell-07dc.integralstor.lan: Minion did not return. [No response] gridcell-pri.integralstor.lan: Minion did not return. [Not connected]"

This has changed with the new gridcell code so no longer valid.
