This PR updates the README, the configuration docs, and the FAQ to take into account recent improvements.

This includes:

I plan to merge this just before cutting a new release - I don't want the README to be out of step with the latest released version.

@Cirras, I've also removed the Delphi CE warning as part of this PR (context: integrated-application-development/sonar-delphi#246).
