Decide where to locate the links to student handouts #21

At least two possibilties:

1) Near the top so that it is easy to find them when you navigate to the info page for a lab. 2) Near the bottom so you force instructors to at least scroll through the for instructors info.

I think I lean toward 1). Do others have thoughts?

Now that I write this, I wonder how often it will be better to have seen the student handout before reading through the instructor info so that it is easier to see where things are heading...

I didn't get much feedback here. I'm going to leave these links at the top as they are in the couple labs we have posted so far.
