Allow subscribing to org level GitHub Projects #1650

I'd like to be able to subscribe to GitHub projects that are scoped within an entire user or organization, not inside an individual repository.

I tried subscribing to one like this:

/github subscribe electrovir/test project

and I got the following error: Uh oh! project is not a feature.

I see now that it probably parsed project as a feature and not the name of the project. Regardless, I can't figure out how to subscribe to org/user level projects.
