Subscribing to reviews only does not trigger a message

To Reproduce

  1. Subscribe to a repo and removing all other features, leaving only reviews. /github subscribe [owner/repo] reviews

  2. Create a pull request and assign a Reviewer

  3. No message is generated

Expected behavior Messages to be generated

Might be user error, I do get a message, if I am assigned as the Reviewer. The channel doesn't get the message.
