[enclaveBridge] introduce force_shard_config dispatchable #233

for our public testnet we have unsatisfied requirements:

  1. keep same shard id across updates, even if previous mrenclave was dysfunctional
  2. keep root control over shard validateer set

we can control all that with ShardConfig, but currently, only the currently authorized mrenclave can send an update of that config

therefore, allow root to force the ShardConfig for shard
