Movement: Death: A matching Found record for Lost? #44

How would lost stock that have been found be recorded? There isn't a Found state anywhere that we've seen.

I propose that we add a "Found" registrationReason to the iscRegistrationEventResource.json event. This way an existing animal can be marked as found, or a new animal that has been found can be registered (by providing the animalDetail information).
