With the recording of attributes should we be provisioning for the recording of individual device identification/registration

One mechanism would to provide that device (icarDeviceReferenceType) be optional in any event. However, for most events, the device itself is not initiating or controlling the event - indeed, the IDs of animals may be manually entered or selected from a software UI.
