in v0.4.0.0, it seems the AFR doesn't take in effect in prepare stage #198

The expected logic should be: user can set AFR for all kind of stages, and by default, 0 for special stages, 200000(20%) for normal stage.

has been fixed in 0.4.0.e1 emergency release, and included in v0.4.0.1 branch.
