FSP display incorrect FSP spec revision (Elkhart Lake FSP) #70

The FSP spec version (PcdFspHeaderSpecVersion) does not reflect the correct fsp spec revision under FSP_INFO_HEADER. i.e.: The FSP binary offset 9E showing 20 instead (FSP spec revision 2.0) which is incorrect.
