CometLakeFspBinPkg: Update README regarding PCH-V #88

Looks like B460C does not exist, and B460 is PCH-V. Update the README to avoid any confusion.

Unfortunately it is not that simple. There are two separate B460 PCHs. Many of the B460 PCHs are actually B460C labelled and sold as B460.
