GetReg & friends should ensure Reg is mapped #78

Introduces ApplyGcdTypeAndAttrs and uses it in DtIoParsePropReg.

Fixes https://github.com/intel/FdtBusPkg/issues/76

Now, for a device like OVMF RTC:
