This PR allows running sea_runtool.py on Python 3.8.2 from Ubuntu 20.04. It would be great if it was merged.

This PR allows running sea_runtool.py on Python 3.8.2 from Ubuntu 20.04. It would be great if it was merged.

Unfortunately it is not complete. We worked on polishing the py3 support with @anmyachev since then and now we have a ready version internally (well, tested only on Mac and Win so far).

Please stay tuned for new update full of new features and py3 support.
