Dockerfile for building cc-oci-runtime for Ubuntu #675

Dockerfile should be part as the documentation

PR https://github.com/clearcontainers/dockerfiles/pull/2 is already merged. This PR builds cc-oci-runtime inside a container, but it does not create .deb package. @sameo should we add the instructions to create the .deb? I would say that if we want the .deb packages, we can take them from OBS.
