Remove end-year test #249

I suppose this should be fine, since the rest of Simics no longer requires the end-year to be up to date.

Not sure if this is the correct change or not. The DML repo has already been updated with the correct year on all files (not sure if that was the correct play either but it was the only thing we could do by the people working that day and it can easily be reverted).

Great, my first patch was an emergency quick-fix but that's not needed then.

The Base repo did not skip the check, they changed format from NNNN-MMMM to just MMMM so perhaps you want to do this too?
