[mesa 19.1.6]dEQP-VK.spirv_assembly.instruction.graphics.16bit_storage.* failed due to timeout #131

One dEQP-VK.spirv_assembly.* case failed due to "timeout" on Android 10 with mesa 19.1.6.

dEQP-VK.spirv_assembly.instruction.graphics.16bit_storage.uniform_32struct_to_16struct#uniform_buffer_block_geom

We also have this issue with mesa 19.0.6. After trying upstream master branch(e4a52bd65), following case could pass, need double check which could help fix following case on master branch. Steps to reproduce this issue(run with cts packages):

run cts -m CtsDeqpTestCases -t dEQP-VK.spirv_assembly.instruction.graphics.16bit_storage.uniform_32struct_to_16struct#uniform_buffer_block_geom

I switch to tag 19.2.1, this case could pass. @strassek, are you working on a new round of rebase? Could you share which version is it? If it is not 19.2.1, I will try to bisec, which change could help fix this issue.

This issue also could be fixed with 19.2.0. Has some bisec work: git bisec good: 4efd04ab182e7dad1d77f20ecdd03099330ea9f0 git bisec bad: 0c31fe9ee743f699bcabcb638ccc83e515f0d1bd
