Removing requirements.txt because it isn't central to what this project is used for and removes something that utilizes an insecure version of Jinja2. If upstream moves to a secure version of Jinja2 this file can be added back in but there is nothing in this directory that is relevant to the upstreaming work being done. Intel doesn't want to directly redistribute items with known vulnerabilities.
