[Feature] PCM helm chart #33

I'd love for a helm chart of https://github.com/intel/pcm.

My ideal chart would also have a flag to create a PodMonitor so I can easily enable prometheus.

I'd also love an optional flag to put the dashboard into a configmap I can then feed into grafana.

I just wanted to let you know, that I'm working on this (based on your pcm-kubernetes manifest you provided previously to pcm repo) in https://github.com/intel/pcm/pull/661

Please take a look here: https://github.com/intel/pcm/pull/727 It is just a draft, but any feedback is very welcomed (especially missing or to complicited unessesnary features balance)
