PyPI package wheel files for Python 3.8 #45

Hi,

The wheel files for ideep4py on PyPI support Python versions up to 3.7. Since 3.8 is the default Python version on Ubuntu 20, installation of ideep via pip fails there. Would it be possible to upload the whl files for Python 3.8 on PyPI?

@vanyalzr on which version(tag) you need 3.8? The verified OS is Ubuntu 16.04, Centos 7.4 and OS X. We did not suggest ubuntu20.

Hi @mingxiaoh, we'd like to use the v2.0.0 version for chainer on ubuntu20.
