Update License fields in spec file templates to use SPDX identifiers for license names.

@ramesh-thomas @zhangl6 should the MIT spdx identifier be added on for the ccan code usage here?

I don't think it is necessary as the license files are included in the respective folders. @jessica.marz@intel.com can you please verify?

Merged into pending branch. Will merge into stable and make a new release shortly.
