Describe the bug

Description: Build IPEX-XPU according to https://intel.github.io/intel-extension-for-pytorch/index.html#installation?platform=gpu&version=v2.1.30%2bxpu&os=linux%2fwsl2&package=source package (oneapi...)are installed according to it _

Try AOT to none still have this issue. GPU is ARC770.

Look into the build_install.log , it seems that only these three "Compilation from IR - skipping loading of FC" failed :

I am unable to get past fatal: unable to access 'https://gitlab.com/libeigen/eigen.git/': Failed to connect to gitlab.com port 443 after 131107 ms: Connection timed out
