nfd: Add namespace for NodeFeatureRule #237

Thanks! We ever talked with the maintainer of the OCP NFD operator, and according to him, the cluster administrator needs to manage and manage the related NodeFeatureRules for his/her cluster. So our NodeFeatureRules is a Reference for the administrator. see notes in https://github.com/intel/intel-technology-enabling-for-openshift/tree/main/nfd#configure-nfd-operator
