Address grpc-go 07/11/2023 dependabot vulnerability

This is to address the following vulnerabilities:

• https://github.com/intel/kubernetes-power-manager/security/dependabot/9
• https://github.com/intel/kubernetes-power-manager/security/dependabot/10

This PR will bump the google.golang.org/grpc package from v1.54.0 to v1.59.0.

When running go get ./... today one more indirect dependency was updated compared to the original PR changes: github.com/golang/protobuf from v1.5.2 to v1.5.4
