jpegd: support monochrome jpeg image decode #797

add support to jpeg decoder to decode monochrome (YUV400) images.

@uartie could you provide some mono jpeg file to @wudping , so he can add to daily regression.

@xuguangxin @wudping they are easy to generate with gimp or any imaging application. I can create some if you still want me to.
