Doxygen infrastructure #37

Doxygen has been included in the build system. The documentation is generated simultaneously with the binaries during build with 'make', or independently with 'make doc'.

Documentation files are stored by default into build/doc.

LGTM. I was wondering if it would be better or not to wait until we have actual documentation on the code, but I think it's harmless to just merge this now and keep on adding docs in separate commits, so go for it.
