[PT] dynamic configuration support #120

Shaoting:

It's clear that the public release of PT v0.5.10 would crash when configuration changed dynamically. So, PT addon forbids the change of options after started except reset is called. And also book an issue here to track it, with expectation to enable dynamic configuration in future.
