This PR enables below feature -

Building OVEP with Custom OpenVINO Toolkit with Static Libraries feature

Custom OpenVINO Toolkit with Static Libraries build recipe

Example Usage - Activate the environment in command prompt terminal using - C:\ path\to\custom_openvino_toolkit_with_static_libs\setupvars.bat
