cherry picked https://github.com/intel/openvino-rs/pull/92/commits/65fbec49046a026e86246ce0c59c5057e1a443c5 which updates openvino to 2024 in openvino-sys/upstream
regenerated FFI shims. functions.rs has mostly doc changes, with 1 function deleted, didn't affect existing rust bindings. types.rs added 2 new element types for fp8, so added those to element_type.rs

This change updates upstream to openvino version 2024.0.0, and the bindings have been updated as well to that.
