update operator-sdk #1069

We are on 1.17.0, latest is 1.18.1.

Problem: 

Generating bundle version 100.0.0
Generating bundle manifests
FATA[0000] Error generating bundle manifests: could not find manager deployment, should have label control-plane=controller-manager 
make: *** [operator/operator.make:70: operator-generate-bundle] Error 1
