This update incorporates the following changes 2023-11-16 to Present:

First public push of API Reference Manuals in HTML format (PDF remains unchanged)
AppNotes: QATzip, QAT_Engine for OpenSSL, QAT in Linux Containers, and When to Use Intel® QAT
QATlib User's Guide: Async mode for NGYNX added
Groups Release Notes together under subsections
minor updates across other docs
