detail requirement: USEC_010 Systems implementing UEFI Secure Boot MUST implement the EFI_SECURITY_ARCH_PROTOCOL and EFI_SECURITY2_ARCH_PROTOCOL protocols.

action plan: add Add 2 SCT test case to test EFI_SECURITY_ARCH_PROTOCOL and EFI_SECURITY2_ARCH_PROTOCOL protocols.
