Refactor the function for rebuilding source priorities. Simplify the code and make it robust.

from the technical point of view it looks good, however could you please add one sentence to the commit message about the current method? I'd be useful when me or someone else will analyze it in the future, especially that we don't have function header with the detailed description :)
