[PT2.6] XPU CI/CD enhancement #1006

🚀 The feature, motivation and pitch

PyTorch CI/CD requires to be enhanced to support Torch/vision/audio distribution in both Windows and Linux. And set up essential Windows/Linux CI to improve the development break frequency.

  1. Enabled Torch vision and audio in Windows CD.
  2. Windows CI testing (depends on public client GPU instance ready)
  3. Enabled Torch nightly with e2e nightly in stock PyTorch.
