Torch-xpu-ops have reached almost 100% pass rate on PVC and only few left know issues. For windows on Client GPU, need to analyze the Torch-xpu-ops UT test result and triage the failure to reach compatible UT pass rate. Take LNL as an reference platform.

Start JIRA investigate from Test report and run left all scope of torch-xpu ops UT testing, and provide analysis report and execution plan within one week.
Set up CI test task (nightly can be workaround before CI machine ready)
Fix UT bugs, give the fix reason and upstream the code
