Add support for setting voltage reference for INA826 amplifier board #268

There is no voltage reference on the INA829 PT100 amplifier board from E3D. The assumption is that the 5V feeding the amplifier is stable. In Klipper there is no support for setting the reference voltage, so in order to get accurate temperature measurements out of the PT100 board, we must either supply an accurate 5V or at the very least allow the reference voltage to be set in the config.

I think we should close this as there have not been many requests for more accurate temperatures on that board.
