Build complete image using github actions #12

Right now building a complete image requires several manual steps. Instead it would be good if a complete image was built when a new version was tagged.

Pretty close. The Reflash app is now taken from an older release on github, but it should be built as a separate step and included in the userpatches/overlays folder for use in the docker image.

The image is now published in a pre-release if the version is tagged. If the version is not tagged, it would be good to upload the image somewhere else.

The app is now built in a separate job and transferred to the repository for inclusion.
