This provides the update-redeem command for the source in the virtual environment

Per our chat, I'm okay with this if...

the header of the file includes a comment warning the user to invoke the command "update_redeem" rather than cd /usr/local/Redeem-rc/src/redeem && python update_redeem.py because the former will inherit the appropriate virtualenv but the latter will bypass it
the error handling is corrected - right now errors are silently ignored and the script continues
