Description

Updated environment step and reset functions to follow Gymnasium interface. Also tested CityLearn compatibility with Python 3.7.7 - 3.12.2

Issue

Resolves #104

Changes

Updated environment step and reset functions to match gymnasium style.
Updated in-built agents' interface to be compatible with gynasium environment.
Updated quickstart.ipynb for gymnasium
Removed unnecessary requirements and requirement version constraints
Tested changes for Python 3.7.7 - 3.12.2
