Gather Population Statistics in Austin

Problem

Percent increase might not be appropriate if we go further and further back in history because the population in Austin is exploding.

Solution

Find population data from Austin. These data will serve as a proxy for the increase in emissions that are most likely correlated with an increase in population -> perhaps literature exists on this phenomenon?

Tried looking for registered drivers in Austin by looking at government websites, but couldn't find anything.

Added to data>external>austion_pop_stats. There wasn't an easy way to download so there are spaces every other row...but shouldn't be an issue to clean.
