Make it clear when the Community Hub is not configured properly for alerts #7

In the Alerts perspective, make it clear when the Community Hub is not configured properly.

This could potentially be done effectively using a stack layout thar displays a special top widget when the configured Community Hub is not accessible.

Remember that the Community Hub might not be accessible due to a lack of Internet connectivity as well.
