Added Privacy Page and Licensing Page #250

Hello @devopstoday11!

I've created the privacy and licensing page you requested and integrated the delta theme blog single layout into the privacy policy page. Additionally, I made a copy of the learning-center page and renamed it to "our policies." The page can now be accessed at the following URL in local environment: http://localhost:1313/licensing-terms-conditions/.

Unfortunately, there was a hiccup with the folder name "our policies" because Hugo doesn't allow us to modify the URL in that manner due to our content organization. As a temporary solution, I've changed the folder name to "licensing-terms-conditions" to maintain the current URL structure.

If you'd like to keep the folder name as 'Our Policies,' I'll need extra time for further research, and I intend to incorporate the folder name 'Our Policies' in the future.

Please provide me with your thoughts on the matter. I'm eager to hear your insights and opinions.
