Building docs does not work on jewels #250

Describe the bug The docs environment can not be build on the new jewels cluster, because of conflicting dependencies of python (Stages/2024) and panic (Stages/2023).

To Reproduce Follow the steps in docs/README to create the .venv-docs on juwels.
