ELMo tagger parameters documentation #3

Add documentations for the ELMo options and weight files used for English and German taggers, respectively.

English Maybe this helps. This seems to be the successor of what I was using back then. All the links I had saved don't work anymore. I remember that there was a tutorial (link) where they explained how to download pre-trained embeddings and how to use them. This was on the allenAI home page.

German This is where I got the German Elmo. Citation:

Looks like it, thanks! I guess we should also try their newer version too with ELMo then.

The source of both English and German ELMo parameters are now added to the README file. Relevant details have also been included in the erratum. Hence closing this issue.
