A first pull request adding segmentation task #23

Added the segmentation.html
Added the segmentation.cfg. It is still using testing parameters.
Modified caqe.css to add segmentation specific css styles.
Added an EVALUATION mode skipping screening test.
Modified needed changes is experiment.py.
Added .mp3 flexibility in views.py and configuration.py

Hey Cheng-i, sorry for taking pretty much forever to get to this. There are a bunch of commented out lines of code that we need to remove and in addition, your default segmentation configuration doesn't seem to work since you have removed your dropbox directory. Another user needs some of the changes though, so I'm just going to go ahead and merge it in. I'll make an issue for fixing the segmentation configuration. Thanks!
