Deploy preview for PR - Githubissues

A workflow is needed to deploy on baloo the webapp for each PR made that will do the following:

[ ] on PR update the workflow will deploy the branch of the PR over baloo-pm2
[ ] on update the PR the deploy is redeployed and updated
[ ] after the PR is merged the webapp should be deleted to free resource
[ ] A timebase workflow has to check if a previw-app is deployed and the PR not updated in 7 days, should delete the app on baloo to free resource
