Fix XCM relay and asset hub #204

Fix observed errors when trying to send XCM from Polkadot Asset Hub (or Polkadot relay chain) to another destination.

Updates:

bump polkadot/api and polkadot/types to 11.0.2
- and bump acala dependencies to those using polkadot 11.0.2
bump chopsticks version to 0.12.2 to be work with latest asset hub and relaychain versions
increase XCM lib version to 0.6.0
